CSS Coding for this site is done using an HTML IDE Editor.  By downloading the CSS file(s) and then making the changes locally and then re-uploaded to the hosting account.  I use CoffeeCup HTML Editor and Microsoft Expression Web amonst other IDE editors.  However these are the two most commonly used IDE's.  I really like the ability to change my CSS settings with MS Expression Web 4 as it has a great link between the HTML/PHP development and CSS coding.
